Mathieu Palombino's forthcoming French bistro Chez Jef, which grew out of his popular pop-up, is moving forward steadily now. Bowery Boogie spots the beginnings of some major construction underway, so when the space does open, it will have a spiffy new look plus a more extensive menu and all-day hours. [BB]
