The process of getting approval for a sidewalk cafe takes a restaurant at least 110 days and involves negotiations with the Community Board and dissatisfied neighbors, not to mention thousands of dollars. Charlie Bird's Ryan Hardy says his license cost $24,000, but on the plus side increased the restaurant's capacity by 25 percent.
