The space above McCarren Park Pool that's supposed to hold a cafe will remain empty this year, because the city won't pay for repairs and the elevator needed to bring the site into compliance with the Americans with Disabilities Act. When the pool reopened in 2012, the Bloomberg administration discussed putting a Subway up there, but never set aside the money. [NYDN]
