The rumors have been confirmed: The Russ & Daughters team is planning to open a full-service cafe after all. After the news first circulated a few weeks ago that the owners of the iconic smoked fish shop were hoping to open a restaurant on Orchard Street, it looked for a while like that plan had been scrapped. Just a few days after the cafe's application for a liquor license appeared on the CB3 agenda, that listing disappeared and the management told Bowery Boogie it had been put on the docket "in error." But now the New York Times reports that Niki Federman and her cousin Josh Tupper, both fourth-generation members of the Russ family, plan to open their 65-seat restaurant in February, serving all of the original shop's specialties.
