Food cart vendors owe the city a total of $10.8 million in fines from the DOH, reports the New York Daily News, and only about $3.5 million of that has actually been collected. Vendors use tactics like moving their carts and changing their business names to avoid those fines, which might be for something like an oversized cart, but might also be for something like bugs in the food.
