In this week's Hungry City review, Ligaya Mishan visits Andrew Carmellini's Library at the Public Theater. On one favorite dish: "Consider the tacos, which could easily have been a sop. What elevates them is not so much the quality of the ingredients ... as the balance: they are an ensemble effort, in which nothing overpowers or fails to pull its weight.
