Community Board 3 meets tonight to discuss a zoning proposal to restrict the opening of nightlife establishments in the East Village and Lower East Side to specific non-residential areas. "We're beginning the conversation," CB3's Susan Stetzer says. "Can you have districts that will have night life in one area and permit diverse retail in other areas?"
