CHAIN REACTIONS — Commerce owner Tony Zazula, who famously instituted a credit cards-only policy at his West Village restaurant, is planning a new chain of fast casual places. WILLIAMsBURG — The Back Bar at The Bedford is now serving a few "layered shots," those novelty cocktails where the booze is stacked in layers.
