1) Upper West Side: Michael Lomonaco is opening a new wine bar called Center Bar on the fourth floor of the Time Warner Center, right by his Porter House restaurant. Per Flo Fab, the wine list features over 100 wines selected by Brad Nugent, and the bar has a handful of small plates and entrées. 2) Lower East Side: Links opens today at 188 Allen, according to Bowery Boogie. Originally going to be called Brews and Dogs, this is the first of two hot dog shops to open on that stretch of Allen, with Los Perros Locos coming soon. 3) Herald Square: Petit Poulet, a café in the lobby of the Herald Square Radisson Hotel, is now open. Owned by the same group as the Radisson's Martinique Café, the menu is straight-up French. 4) Williamsburg: Zagat Buzz learns that The Exley cocktail bar has opened near McCarren Park. The space seats 35 and is designed to be a spot where neighborhood people can just hang out. With cocktails. Status: Certified open; 1 Jackson St.
