Hell's Kitchen residents are in a tizzy about the storm enclosures that restaurants are allowed to put over their front doors for half the year. A group of "pedestrian advocates" (as the Post calls them) are working to get Ninth and 10th Avenue restaurants to comply with city laws, which allow the seasonal vestibules to jut out no more than 18 inches.
