The site Public Intelligence acquired an internal FDNY document that outlines the potential ways that terrorists could use New York City food trucks. Basically, the thinking here is that terrorists could hide bombs in food trucks and blow them up near high rise buildings, and no one would suspect this threat, because food trucks are everywhere.
The document also explains that food truck permits are frequently obtained on the black market, so a terrorist wouldn't necessarily have to go through the city to get a license. And, as the file notes, "a food cart can be used as an excellent surveillance platform due to their access and long duration stays." The document includes a photo of the horrific Frites 'n' Meats propane tank explosion that occurred on the West Side highway last year. This is sad, scary stuff to think about, especially considering how much New Yorkers rely on food trucks.
