CHELSEA—TONY and Zagat report that Toloache and Yerba Buena chef Julian Medina is opening a 24-hour diner in Chelsea with Latin American flourishes called Coppelia. The 70-seat restaurant will feature a "long marble bar with swivel stools, bright blue booths and red linoleum tables" and is set to open on Monday.
