2011_10_hallows.jpgBrooklyn's Community Board 6 voted down a couple's plan to open a new French restaurant and cocktail bar in Carroll Gardens, because it's on a residential street. The establishment, called The Hallows, would close at midnight, serve upscale fare, is in a building zoned for commercial use, and is located a half block away from a bar that already serves full liquor, but one member said awarding the owners a license would be a "slippery slope."
