Time and time again new operators have come before Community Board 3 trying to turn the old, giant, despised Carne Vale space on 46 Avenue B into a new restaurant. Time and time again CB3 says no. In a victory for Lower Avenue B NIMYBYs, it will now become a laundromat. [EVG]
