Gramercy Restaurateur Overcomes Bellicose NIMBY Group

Cole Miller, restaurateur, has achieved the impossible. After months of negotiating, he won approval for a liquor license for a tapas bar and restaurant at 38 Gramercy Park North. Who fought him on it? Just the most hardcore NIMBY group this side of Houston, the residents and key holders around the only gated private park in New York. After 150 opponents showed up to Miller's first application meeting, he eventually won them all over by hiring "three of the biggest traffic experts in the city," to show that the restaurant won't cause traffic congestion around the park.

When it opens in a month or two, Danny Meyer won't be the only game on the block.
