Excuse our obsession today with the 21 Club's shocking decision to drop its ties-mandatory policy. On second thought, don't. Because what's dawned on everyone as the news sinks in is that 21 was, in fact, the last public restaurant in the city with such a mandate, as the chart above from the Zagat Survey confirms.
