Safran has been around since August, yet buzz hasn't risen above a whisper and it has yet to get non-neighborhood traction. Nevertheless, here she is. There's a Chelsea/Asian/Vietnamese/French thing happening, with such far flung offerings as dim sum and duck breast confit. If the Chowhound buzz is any indication, it's worth seeing for yourself.
